Governance

The Program is incorporated in Uganda as a company limited by guarantee with a Board of Directors with the mandate to contribute towards HIV prevention through research and advocacy and conducting clinical trials for candidate HIV vaccines and preparing communities/cohorts for large scale efficacy trials.
It is headed by the Executive Director (ED) who is accountable to the Board of Directors to provide leadership, strategies, management and evaluation of the Program. He is deputized by an Associate Director (AD), appointed by the board to support the strategic direction of the program and to ensure strong operational management.
There is an institutional Executive Management Committee (EMC) which is comprised of the ED, AD, Senior Administrator and the Finance & Grants Manager which functions as the resource allocation committee of the Program. This team convenes monthly and is responsible for ensuring that program policies are developed and implemented and for ensuring that the program and the staff has the resources in place in order to carry out their work and that these resources are used appropriately. The ED is the chair of this group and has the final decision making authority.
To ensure effective of key players in the running of the Program, all Heads of Department (HoD) meet on a monthly basis. This ensures coordination and periodic review of adequacy of resources provided to teams for the performance and achievement of planned activities.
